This may just be a Visual Bug, or might be the wrong item.

The icon depicts a 25% Alloy (like what Uncollected/Cavalier players are supposed to have) but the wording is the correct language for a full Alloy as it doesn't say "Fragments". The AQ Season 10 announcement post says this should be a full Alloy for Thronebreaker/Paragon summoners.
