Battlegrounds Questions

Right now, I am an Uncollected in the Silver 2 tier of Battlegrounds. I have 2 6* r2s, and 5 5* max outs. Yet every time for the past couple of weeks, I always end up matching with people with stacked 6* rosters, and once even a Thronebreaker player with 2 6* r3s. Is there a reason why this keeps happening?
My second issue is that the champs I get to choose in Battlegrounds are some of the same ones I keep getting over and over again, while other champs, which are in my Battlegrounds deck, have never, and I mean NEVER, appear in my choices. This has led to me having to choose between 5* r3s, and this has happened the more champs I take up to r4. Is there a reason for this, and can I stop this from happening? (Btw I am a sandbagger. Does that have anything to do with these issues?)
