AW points during off-season?

My alliance mates noticed when were loosing during off season it counted towards the season because we dropped tiers last season. This off-season we are seeing some AW award the same +18 then 0 on another win confusing. Did we go back to before the 2019 change and off seasons wars count again?

I have been looking around but haven’t seen it mentioned.
