Vision AOU not working properly

I recently pumped lots of sig stones into my vision and took him to rank4 over other decent tech champs i have like ghost, ultron, imrod, peni, ecc cause i really need and like his utility. Which unfortunately doesn't work anymore, ot sure if it's the rank that broke him or the sig 200 but i now find myself to have a useless r4 and only have 4 of them.. Can he be fixed? Or could i and others having same issue get rank down or sig down tickets or something like that like it happened with moleman?

His power burn works properly, but doesn't steal any power. That's rol ws but it's an issue in every area of the game, tested him in act6, battlegrounds and aw. He's broken.
