Mister Fantastic evading Quicksilver with Slow up

Fighting Mister Fantastic in 2.1 of the Thronebreaker EQ, I found that he would evade Quicksilver when he had his slow up. Is this working correctly or a bug?

My understanding of slow is that it reduces evade & unstoppable chance by 100% (though in the pause screen is says “Cannot evade or become unstoppable”).

Mister Fantastic has a 5% chance per debuff to evade (there is no unblockable involved so ignoring his sig). In the example I captured there were 7 unique debuffs, with a count of 21 in total. Does anyone know if it works off unique or total count of each debuff?

Is this a case of needing to manager Quicksilver’s whiplash debuffs so as not to allow the chance to get above 100%, or a bug?

It works off total non-damaging debuffs on both champs, not unique. It doesn’t say unique in his abilities. So Mr. F has a 105% chance to evade, minus the 100% from slow so a 5% chance.
