Helpful EQ Node "Broken Measures" not working in Map 8 and Map 5

Playing on both my alt(map 5) and my main(map 8). I use the Broken Measures node for the power gain on armor break. The node is not giving the Aptitude or Power Gain buffs. In either map. I do not know if all of the nodes are broken, but Broken Measures for sure is not working.
