Small energy refill. Why prompt aq energy when in a quest

As the title suggests. I was in a quest. Wanted to use a small energy refill. Clicked the option and as it came up I clicked it. But why was it aq energy. I was already at 5/6 so it’s a waste. But bigger question. Why didn’t the quest energy options come up. I know I clicked quickly. But there is no reason why aq energy only comes up when I’m in a quest and have lots of small and full energy refills.
