Havok SP3 against unsteady ground defenders

Hello,
I met a big problem that Havok's SP3 deals 0 dmg to Terrax (no indestructible buffs) and I heard some1 had the same issue but against Ebony Maw. Just want to ask if it is intended that sp3 deal 0 dmg for unsteady defenders when you have debufs on you or it is a bug?
