I have an XR and my iPhone 13 promax is far better so I would say go with iPhone 11.

unless you are from US, I would suggest to look for Andriod counter parts with that budget, however if MCOC is your only purpose of buying a new phone, get a ipad instead.

Performance wise there should just be a small improvement with the 11, but as a phone it also has another camera compared to the xr so it is also a little better there.
