Why are t1a rewards for Threat Level 4?

@Kabam Zibiit as 5* have become devalued (massive push and ease of getting 6* shards) why are the side quest rewards giving out t1a for legendary level difficulty? Was this a mistake? Heroic or master makes sense.

Do I agree with that thinking? Not at all. I find it underwhelming at each threat level.
