Kingpin shrug ability

I just fought the new cassie lang boss in eq with kingpin, and she threw her sp1, gave me 14 of her combo detonation debuffs, but kingpin didn't shrug them off to gain his overpower buff as he should when he gets 8+ debuffs. So bug possibly? (like when rupture first came in the game and ghost wasn't converting them into passive furries)

You didn't get 14 debuffs if this is her base ability we are talking about. That is a counter for how many hits you need to build in your combo to avoid the damage.
