This Rework Concept is about Captain America (Classic)

About Captain America
Steve Roger’s body may have been too weak to become a soldier, but his heart was too strong to quit. By a miracle of science, Steve was transformed into Captain America, Sentinel of Liberty. Possessing super strength, speed, and reflexes. With his unbreakable shield, Cap is a born leader of humans, heroes, and gods.

For his mechanics, he can block attacks with his shield, stun his opponent with his Special Attacks, a Perfect Block Chance increase with every 10 hits in his Combo Meter, and a Special 2 that inflicts a devastating Bleed Debuff to melt away the opponent's Health Bar.

Character Class: Science

Abilities: Perfect Block, Combo Shield, Fury, Precision, Injury, Cruelty, True Strike, Disorient, Safeguard, Fatigue

The Following Stats and Abilities are based on a Rank 5, Level 65, 6-Star Champion.

Always Active
Captain America’s Super Soldier Serum provides full immunity to all Poison, Nullify, Fate Seal, Stagger, Power Lock, Special Lock, and Ability Accuracy Reduction effects, as well as gaining an Indefinite Combo Shield Passive at the start of the fight, preventing his Combo Meter from resetting when struck.
Gain up to +60% Critical Resistance, +2566.67 Physical Resistance, +8400 Energy Resistance, and +100% Bleed Resistance, based on Perfect Block Chance.

Blocking
50% chance for a Block to be a Perfect Block, reducing all damage to 0.
Every 10 hits in the Combo Meter increases this chance by a flat +10%.
At 100% Perfect Block Chance, Captain America is immune to all forms of Block Penetration, and he can block Unblockable Attacks.
When performing a Perfect Block, 100% chance to inflict a Non-Stacking Fatigue Debuff, reducing the opponent’s Critical Rating by -8400 for 15 seconds.

Heavy Attacks
Consume 10% of Captain America’s Perfect Block Chance to gain an Indefinite Precision Passive, increasing Critical Rating by 1400. Max: 5.

Special Attacks
On activation, gain a Fury Passive, increasing Attack Rating by 2704.9 per level of Special Attack used for 30 seconds.
The last hit has a 100% chance to inflict a Stun Debuff for 2 seconds per level of Special Attack used.
Pause all Trauma and Injury Debuffs for the duration of the attack, and 3 seconds after the attack ends.

Special Attack 1
On activation, gain a True Strike Passive, allowing all attacks to ignore all Armor, Resistances, Evade, and Auto-Block effects for 25 seconds.
While this True Strike is active, Captain America can trigger the Parry Mastery against Non-Contact Attacks, and the opponent cannot activate their Indestructible, Unstoppable, or Immortality abilities.
The last hit inflicts an Injury Debuff for 15 seconds.
When attacking an Injured opponent, bypass 100% of their Physical Resistance.

Special Attack 2
On activation, inflict a Disorient Debuff, reducing Block Proficiency and Defensive Ability Accuracy by 80% for 35 seconds.
The first hit inflicts a Trauma Debuff for 20 seconds. Trauma causes each hit to deal an additional 70% of the damage recently dealt as Burst Physical Damage.
On the final hit, inflict a Bleed Debuff, dealing 1378.65 Direct Damage over 3 seconds.
If this Bleed Debuff fails to apply due to immunity, instead inflict a matching Rupture Debuff that deals double damage.

Special Attack 3
After this attack, gain a Safeguard Passive, preventing Captain America from losing more than 1% of his max Health from a single source for 70 seconds.
Gain a Cruelty Passive, increasing Critical Damage Rating by 110.53 for 35 seconds.
Gain an additional Cruelty Passive for each Perfect Block that occurred by Captain America this fight. Max: 20.

Signature Ability - Never Give Up
Passive
Captain America gains a bonus effect for each Class represented on his team, excluding himself.
Mutant: 100% chance on triggering a Special Attack to gain a Regeneration Passive, healing 15% of max Health over 4 seconds.
Skill: When Captain America is inflicted with a Debuff, 100% chance to Purify that Debuff and gain 5 Combo Meter when Purifying a Debuff this way.
Science: On a Well-Timed Block, 100% chance to inflict a 10% Weakness Debuff on the opponent for 20 seconds.
Mystic: Special Attacks 1 and 2 gain a 100% chance to Nullify a Buff off the opponent per hit and gain 5 Combo Meter when Nullifying a Buff this way.
Cosmic: On a Well-Timed Block, 100% chance to inflict an Armor Break Debuff on the opponent, reducing their Armor Rating by -1000 for 15 seconds.
Tech: On a Well-Timed Block, 100% chance to inflict a 25% Petrify Debuff on the opponent for 15 seconds.

Mutant Masters - Unique Synergy
With Colossus, Cyclops (Blue Team)
Captain America: The last hit of a Heavy Attack grants a Prowess Buff, increasing Special Attack Damage by 15% until Captain America’s next Special Attack. Max: 5.
Colossus: Ability Accuracy Reduction effects are 60% less effective.
Cyclops (Blue Team): Whenever Cyclops inflicts an Armor Break Debuff, gain an Indefinite Fury Passive, increasing Attack Rating by 25%. Max: 20.

Skill Strikers - Unique Synergy
With Mantis, Kate Bishop
Captain America: Precision Passive Potency is increased by 20%.
Mantis: Fury Passives and Cruelty Buffs gain 35% potency.
Kate Bishop: Trick Arrows gain 35% potency.

Science Fighters - Unique Synergy
With Spider-Man (Classic), The Overseer
Captain America: Personal Non-Stun Debuffs last 5 seconds longer.
Spider-Man (Classic): Gain 100 Critical Rating and 800 Critical Damage Rating for each Debuff on the opponent.
The Overseer: Special Attack 3 inflicts an additional Physical Vulnerability Debuff.

Mystic Brawlers - Unique Synergy
With Iron Fist, Sasquatch
Captain America: Well-Timed Blocks inflict the opponent with an Indefinite Placebo Buff that has no effect.
Iron Fist: Each Armor Break Debuff grants 700 Critical Damage Rating.
Sasquatch: Wrath of Tanaraq is paused during Special Attacks.

Cosmic Breakers - Unique Synergy
With Knull, Hulkling
Captain America: Activating a Special Attack grants 3 Random Buffs of 50% Potency, all lasting 20 seconds. These Buffs include: Armor Up Fury, Precision, Cruelty, Aptitude, Intensify, Pierce, Regeneration, and Vicious.
Knull: Living Abyss Debuffs inflicted on Symbiote Attacks gain +25% Ability Accuracy.
Hulkling: Gain immunity to all Bleed, Incinerate, Coldsnap, and Neutralize effects.

Tech Uprising - Unique Synergy
With Ant-Man (Future), Doctor Octopus
Captain America: When the opponent activates a Special Attack, inflict a Cowardice Passive on them, reducing Special Attack Damage by 90% for 6 seconds.
Ant-Man (Future): Gain immunity to all Poison, Shock, Coldsnap, Frostbite, and Ability Accuracy Reduction effects. Additionally, Heavy Attacks refresh all Personal Disintegration Debuffs.
Doctor Octopus: Research Categories are unaffected by Ability Accuracy Reduction.

Avengers Assemble! - Unique Synergy
With Thor, Iron Man, Black Widow, Hawkeye, Hulk
Captain America: Personal Fatigue Debuffs gain 50% potency.
Other Synergy Members: Once per fight, when inflicted with a Debuff, 100% chance to Purify that Debuff and gain an indefinite Fury Passive, increasing Attack Rating by 400%.

Friends
With Iron Man, Hulk, Spider-Man (Classic), Falcon, Captain America (Sam Wilson), Winter Soldier
All Champions gain +130 Armor Rating.

Incoming Synergy Changes

Shield Buddies
With The Overseer
Captain America (Old Effect): Intercepting the Opponent grants a non-Stacking Passive Fury, granting 50% Attack Rating for 7 seconds.
Captain America (New Effect): Gain 10% Combat Power Rate for every 10 hits in the Combo Meter. Max: 100 hits.

    You did a way over-correction on Captain America and now it looks ridiculously Overpowered.

    I don't know if you need to do the synergy build exactly like Infinity War Cap but that's just way too much text.

    Also, it feels like you're trying to turn Cap into Aegon.

    This sounds all good and dandy and it seems like you thought about almost every single ability in the game and made it part of your kit. Well done but I highly doubt Kabam will go for it LOL

    I do like the concept of the perfect block chance and the ability to block all unblockable attacks and he should thx to his shield.

    And he could gain additional bonuses based on the class represented on his team, which is pretty much how Captain America (Infinity War) works.

    And I made one mistake in the Captain America Rework Concept.

    Captain America: Activating a Special Attack grants 3 Random Buffs of 50% Potency, all lasting 20 seconds. These Buffs include: Armor Up, Fury, Precision, Cruelty, Aptitude, Intensify, Pierce, Regeneration, and Vicious.

    If he had that mechanic, he could be great for nodes like Coward, Be Like Water, or Champions like Purgatory, Doctor Doom, or Mangog.
