Danger Room Special Hacks Bugged?

Doing Duo Danger Room runs, is the special boss hacks bugged? Or are they only claimable by 1 player in each Duo? Running with a friend and whoever clicks and claims first, gets it. The other person is SoL.

I read the event info and nothing states they are only accessable once each room.
