Relic binding and unbinding

So I’m confused on the cost of binding and unbinding relics. So if I bind one relic, it moves me up a tier for all relics? So if I want to shift several relics, I have to either pay units or wait weeks? I thought the tiers applied to each relic separately. I.e. if you bind and unbind the same relic again and again, it will cost you. I didn’t think doing things with one relic would cost me to do things with a different one.
