Probably his on a temporary build up (f.e. switched off dexterity for a specific fight) and didn’t put all the points to save resources, since it will be changed again.
At least that’s what I’m doing when I change masteries for specific fights, to save resources 😉

He wanted the 2 there so we could have a visual of the closest we’re going to get to masteries 2.0.
