Combat power rate bug

So this happened in map 7 AQ. Nodes are shown. This also happened to me in BG for just one match out of 3 so wasn't able to record it. Am I missing something here?

Red Skull reduces combat power rate by 10% for every debuff on the opponent

Thank you. Ya I didn't even consider that. It's kind of odd for that to even be in his kit considering he doesn't place debuffs aside from the short shocks from the sp2.
