Both good choices but I'd say scorpion since he is more practical and has immunities

I took up Scorpion. He’s got some good utility and damage. I don’t use him much, but blocking unblockable specials and pick your own 2/3 immunities is nice. Wish he was immune to all 3 at his base as sometimes you need to poison/shock the opponent while being immune to the same effect.

Damage is also nice, but I find myself being too late holding heavy to use his max damage rotation, so I get smacked 1/3 times.
