I am not sure who to rank up. Can anyone guide me if who is better between the two and might help up in future fights.

I am a Paragon and cleared everything. So, whoever I will rank up might be useful in future quests and events.

    They both can be, and there is no way to tell who will be more useful with future content. Both have very different playstyles and utility....try them both out and see who you prefer is my suggestion.

    Does 'Clearing everything' include all the Carina's challenges?

    I meant finishing everything. Exploration at 100% and some challenges are still due.

    try fighting with them, test out who you are more comfortable for now and also enjoy playing with them.
    then rank up that one, the other one you can just rank up later the important thing is to just know and also enjoy playing with them
