Despair mastery not working

Despair mastery not working at all in arena and duels against own champions, why's that? I have despair at 3/3 and 3/3 in battlegrounds either.

    Despair is capped at -100% reduction, with the Recovery mastery the base healing is 115%, so a little healing leaks through
