is the side quest solo objective working as intended?

i was TB at the start of the month, 100% explored the first 2 chapters of threat level 5 for the T6B and T3A, got paragon by making my 3rd R4, and unlocked the paragon objective. yet the 2 quests which i had 100% explored did not count, and now i only have 1/4 of the objective unlocked. is this working as intended, do kabam not want to give rewards to players who unlocked paragon after completing the quests? or do i need to submit a ticket?
edit: i would be a real shame if i can’t get the rewards, a 6* generic would be game changing and also the relic rank up rewards would also be big changers.
