Matchmaking question in AW

I know there have been posts in the past about problems with matchmaking, but I'm not sure if our situation counts as that or if it's normal. We are mid to low P1 and matched a top 10 ranked alliance with over 100 war rating difference between us. Is this within what match making is suppose to work or not?
