deep wounds not damaging when bleed occurs

I've noticed this when using Black Widow Claire Voyant and max deep wounds, but it may apply to other champions too.

Basically I launch a heavy and don't see 3% damage on the opponent.

Device: One lus 6
OS: Android 11
Happens both in wifi and not
Game version 40.0.1
Champions: noticed with BWCV
Game mode: noticed in the event quest and side quest
No boosts used

"If they have more current health than their opponent, bleed debuffs inflict an instant bleed dealing 1% of the opponent's max health as direct damage."

Step 1: did you have more HP than the defender at the time you inflicted the bleed?

You need more health points that's the opponent. Not just health percentage

I did. This was just before finishing them off, while I had almost full health
