Galan sp2 still bugged

When the harvest is active galan is supposed to place 9 incinerates on the opponent. The exact wording is "While the harvest is active: Instead inflict 3 incinerates per hit..." However, I've been using galan extensively and he is only placing 7 incinerates on the opponent. I can confirm this is not due to any nodes. The first two hits place 3 incinerates each but the last hit only places 1.
