Unit Offers Missing

Hey Team,
Curious to know if the rule is hard and set on Limited time for the unit offers? I didn't see the note on having only 48 hours after the first purchase. I would love to be able to go through the unit offers as I have a ton of untis with nothing to really spend them on.
Additionally, as a summoner/player for the past 7 years knowing why this methodology is practiced would help me understand and get over the fact that I missed out on the offers.
