Banning cheaters in bgs

Why are people still in battlegrounds that are obvious cheater?! You guys do a great job of banning people from spending units if they have a kid that makes unexpected purchases but still have cheaters roaming the game! Been playing for alot of years and spent thousands of dollars on this game but I still have to deal Chester's that's awesome.
