Zemo - no more constant heavy attacks during roots? Rank down tickets?

The enemy uses not only heavy attacks during the roots, as before but also light /medium. Like the non-use of special attacks, this is not spelled out in the description. But this is death for Zemo.

Will Zemo's errors, which were not mentioned during balancing, be fixed? Or we should ask for rank down tickets. Zemo stopped working as he had been working before
