Is Spidey 2099 dex window off?

So spidey 2099 is my newest r4 sig 200 so I've been using him a lot lately to get used to him. Due to his ability of pausing placed debuffs on the opponent by dexterity, it's pretty important. I can't help but notice this triggers less often then it should, it's like his dexterity window is off which is making me either parry or the dexterity not trigger at all. Anyone else experiencing similar issues with him?
