step back animation

So I just noticed that my dash attacks would whiff even when I clearly should've connected and then I'd eat an attack then I realized this usually happens when my opponent in going for a heavy attack and it's usually Champs with the uppercut heavy attack animation when I dash in and they start to charge their heavy attack they sort of step backwards and then my attack misses so can someone tell me if this is supposed to happen
