TB EQ Nebula Ch 1.2

I am using Wiccan against Nebula and even though I have neutralize applied, Nebula is still able to regenerate. I don’t see anything saying neutralize can’t stop the regen anywhere. Trying to record and I actually lost Wiccan on that fight lol.
As you can see my neutralize was already applied before she started regenerating.

Neutralize works by reducing the ability accuracy of buffs, but Nebula's Regen buffs can't be prevented by ability accuracy reduction

I brought Claire to the EQ as well, she wiped the floor with Nebula. I just didn’t read Nebula’s info so I thought Wiccan shut her regen down.
