Why are some areas of the game excluded from Hero Use 22h event?

Namely BG, it’s what I’m playing the most and it doesn’t count. It would be great to make it count like arena does.
Any reason why it doesn’t?

    7* are included and they came out way later than BG. 🤷🏽‍♂️
