rank down return?

is there a possibility of the “rank down” option reappering? with the release of all these over-the-top champs, i personally feel like players should have a chance to bring those amazing heroes & villians up using the “not quite there” goodies and baddies. this may sound like a bad request to others, but to me it seems understandable. thanks!

    RDT's will only be back when major changes or nerfs happen to a certain champ.
    Other than that, there is no reason for them to be back
