First and foremost, BG is a very fun and challenging mode. It's young in its stages and much is needed. But it's not a total failure. But here's my take on the situation:

Why does the top leader board become static so fast at around 500-600 points? For days/weeks on end, these top accounts move up and down but essentially only gain very little points. This is working as intended. But it happens too soon. There is no space in the GC for the spread of points. Accounts are left clambering over each other at the mid to bottom levels. Especually the bottom...never really getting anywhere. This should happen way later in season and should happen way later in the point system. Isn't the whole point of the VT to complete it? Or is chasing the rewards and GC the only carrot for most accounts?

I propose that the matchmaking system be open, but also constrained. To allow the top guys to contunually gain points from lesser accounts as the season progreesses into later weeks (and I mean 20k+ fighting say 17-19k) to gain some "easier" points. That way they can climb together to a safe amount of points and Then fight each for dominance in the home stretch (last few days or last week). This will allow a larger spread for accounts say 15-18k and 12-15k to be able to fight each other instead of constantly have to fight 19k+ accounts. Just seems like there shouldn't be a clear leaderbaord until towards the very end when things go flat. Maybe some sort of progressive matchmaking? Where it's loose in the beginning and tightens as the season progresses each week? Not sure how to word my thoughts on that one.
