It is intended. The paths are shorter but cost more energy. Overall, it’ll cost less energy to complete/explore.
I'd like to see the math on that. This looks like it's doubling the energy costs, but they certainly haven't chopped off half of the paths. They may have shortened the paths, I don't know. I just need someone to add up how much energy it actually takes in total this month vs. last month to fully explore a level of EQ.
One negative impact is that it will definitely make it harder to score in the solo events for Event Quest Completion and Hero Use. Hopefully they have at least redone the Event Quest Completion so it gives more points across the board for each path completed. It was already by far the hardest event to complete all scoring tiers in, and generally the only one that required some kind of unrelated resource use (energy refills) to complete for most people. (Of course Level Up requires resource use, but that's a resource-oriented activity.)

In one of the other 7 million threads in this someone actually did do the math and has a puc of the excel sheet. It's like overall 120-160 energy less or something
