Issues is the new Incursions with Hacks not working?

I've been through several zones in the new Incursions & have the Draining Degeneration hack picked & when I knock someone down & they have power lock or power drian going, they are NOT being inflicted with Degeneration. I saw it pop up once so far, but for a split second & then it was gone. But other than that, it hasn't been working. Is this a known issue? Am I missing something? What's going on?
