Have where everyone can get rewards from all tiers in Incursion

Just a question as to why I can not get reward for the first 3 tier of incursion?. That would be about 72000 artifacts , 2400 6* shard , 17000 5* shard and 6800 4* shards ? This would be a good way to get more ppl to play incursion to open up all of them so everyone can get all reward and get more interest in to the wonderful update to incursion.

Because, after some point in your progress, like 4*/5*/6*/7* progress, game decides it will be a very very easy to clean the lower levels of incursions. There for, you won't get rewards for lower levels. It actually makes sense.
