Jugg issues

I met a guy from 4Loki spamming Loki emote against me in BG because i used my r4 jugg to take his nova down with 52k points . After testing again in practice i found out that jugg's damage is not reduced against nova while he is unblockable ( aka 10 unstoppable charges) as well as does not increase nova charges. Is it intentionally ? If i understand it correctly , his "Unblockable " charges does not work like usual unblockable , since it is stated "It will be a unblockable hit if enemy is holding block"
