Alliance War Attack Tactic Broken!?

Attack tactic is clearly saying " attacker gain 35% resistance to DOT for each debuff on defender". So on paper for 3+ debuffs on opponent you shouldn't have take any damage from DOTs. That means free willpower healing from suicides.
But it's not working this way. Damage from suicides isn't getting reduced after applying debuffs.
Is attack tactic broken or working as intended and I'm missing something?

    At the moment, that attack tactic only works against the defender if they are running the defense tactic Sugar Pill. I am not sure if it's a bug or not since the tactic Subdue works on any defender.
