Hulk Synergy Bug??

In preparation to fight a Mangog in War with Hulk, I went to go double-check that his synergy with Sasquatch, which states to lower ability power rate by 100% when the opponent is stunned, functions properly. I went and fought a Mangog in questing with the synergy, and it had no effect. I went and fought the annoying Hyperion in 6.3.4, and it had no effect. Does the synergy just do nothing??

    What nodes were on the defenders? It’s possible they had more than 100% power gain rate

    No node influence, the Mangog was from Variant 8 and only had Breakthrough and Turtling (on top of the "only use mercenaries" nodes). And there was a reason I went to double-check that it worked, I had a vague memory of it doing nothing in the past (fighting Purgatory in EQ is a memory I can somewhat recall)
