Paragon Monthly EQ not unlocking

I know I've posted and asked about this before, but this is a new month EQ now, and I've completely explored the thronebreaker difficulty of the EQ, and the paragon difficulty is still no unlocked.

Is there something I'm doing wrong or...
Oh and how the heck do I submit a ticket via the game?

Oohh that's it, silly me. I had it in mind that it would be an automatic unlocking thing.
