Random path rewards are back in EQ?

Hi Kabam,
I thought it was announced that random consumables would no longer be showing up as path rewards, but would be replaced by the “new-and-improved” chests. Was this not the case? Just came upon this in TB EQ, 3.1, while doing the next path over. Thanks!
