You have built a game that is entirely designed around competitive game play either by direct competition in AW or score based competition in AQ and arena. Every aspect of this game including progression in story and event quests is predicated on advancement through the competitive aspects.
How on earth can you justify not taking the servers down completely and allowing people with particular devices to continue playing and gaining an advantage over players using other devices for half a day? Its bad enough that Android players already suffer through exceptionally long load times but that isn't entirely under your control. This was 100% within your control to maintain competitive integrity of the game by taking the servers down for all players.
As far as compensation goes I don't think there is any way to fully compensate people for the breakdown in the integrity of the game. If you give all Android users enough to satisfy the biggest grinders than you're rewarding the rest with more than they would have otherwise achieved and likewise you unfairly burden the most active players by doing less. Then there is the fact that some people play on multiple devices and would qualify for the compensation despite not actually being affected by the outage. Last but not least how can you accurately compensate people who were not directly affected by the outage but missed out on rewards in events or war because their team wasn't able to play?
This was a major **** up not just because of the login issues and later duplicate events and AQ but because you royally mishandled the problem in the first place by allowing some players to continue to play and rack up rewards that the rest of the players didn't even have access to.
