Missing hacks incursions

Just noticed something. Playing tier 4 on zone 8 and only 2 common jacks are showing. The last two I picked are not showing up as well as at least 2 more from earlier zones

Anybody else ever notice this?

Pic shows only 4 hacks. 2 of which are boss hacks
