Heavy Cancel with Special Hit or Miss?

I''ve noticed often I can't heavy cancel with a special. Usually with Scorpion. I can tap special rapidly and nothing happen. Has this been addressed or anyone else experiencing this?

    It's probably a bug. I've experienced this a few times, but as I'm not a Scorpion player, this doesn't affect me very much.

    Yeah there's something wrong with it. I've played Scorp every day for almost a year now and it worked fine up until like 2 or 3 updates ago.
