Why are the guaranteed critics not working?

I've already spent 3 revives and simply the only thing that can do any damage to him are the relics.

Wasn't it just intercepting and would it have a guarantee of critical?

    For this fight you need the CapIW synergy to allow herc to inflict armor breaks. Also, isn’t this fight in EoP? If so since when were the defenders 7*?

    You can crit on your basics but since this fight has power shield and crit me with your best shot you have to remove the armor to do damage
