Black Widow relic on Aegon

Hello. Black Widow relic says, that each time opponent`s ability doesn`t work, champion gains precision,increasing critical rating. Aegon can easily block all the abilities and gain max stack(99) of that precisions. But in Aegon`s abilities it says,that his crit rating can`t be increased other ways,than combo and all the critical rating gained from all the sources will convert into critical damage rating. But in reality his damage with 0 precisions and 99 precisions are absolutely the same. So,how it works? Is it normal?
