Convert expert tier to be qualified by percentile.

AQ is getting ridiculously tough to stay in expert tier because the number of good alliances keeps growing and their champs keep gaining prestige but the amount of space in expert tier stays the same (2700 spios last i checked). Can this change to top 5% of alliances or something along those lines?

    I actually think this is a good idea, but doubt it gets addressed this season of AQ. Hopefully next AQ season though.
