    The answer is always: your favourite champion.

    Silk is also certainly 'better', and she's specifically better for Battlegrounds and possibly also Incursions.

    If you're a beginner or a slightly ham-fisted player who likes the Parry-Heavy approach, then Cap still has plenty to offer and might well do more for you.

    I haven't pulled Silk at a high rarity yet (although I'm hoarding a Science Nexus till she and Photon are both in there) but Cap is one of my few 6*r5s at Sig 200; and he's rarely off the team.

    What that implies about my skill level is open to debate 😉

    Silk is terrific and not difficult at all to use. I used to love CapIW, and he still has some uses, but I would prefer Silk in nearly every context today.
