Paragon crystals

Why are there 4 stars in a paragon crystal that we can’t use in any content and you buy 10 crystals only to get 8 4 stars? How does that make sense for my level of progression. 5 stars should be the minimum in a paragon crystal. Please plan a change to this at some point in the near future because it’s nerve wracking to see 4 stars when I only rank 6 and 7 stars basically nowadays.
