Paragauntlet

Why does valiant still need to explore throne breaker difficulty in order to access the paragon gauntlet? That seems redundant considering they are obviously capable of getting through. I get that valiant is new but there really aren’t that many perks of the title. That seems like it could have been an easy one to throw our way.
