Kate bishop dialed in

So I recently took up Kate to r4 and have her sig at 141
In her awakened ability it states that she gains another stack of dialed in and one for every 100 sigs so at 141 sigs you'd expect the max stack to be 4 but it still never goes past 3
Am I missing something?

Idk if it’s bugged or something but when I did that it also capped at 3, however now at sig 200 I get 5 so it fixed itself
